I'd listened to a Dharma talk by a local high monk last night. He said it is stated in the sutra that Buddhists who had taken the 3 refuges will not be reborn in the 3 lower realm. May be these animals were Buddhist believers but had not taken the 3 refuges.
I came across some believers who do not wish to take the 3 refuges due to their ignorance.
皈依佛，不堕地狱。 (Take refuge in the Buddha will not be reborn as hell- beings).
皈依法，不堕饿鬼。(Take refuge in the Dharma will not be reborn as hungry ghosts).
皈依僧，不堕旁生。(Take refuge in the Sangha will not be reborn as animals).
