No, lower realms are animals, ghost and hell realms. Ksitigarbha Bodhisattva (南无地藏王菩萨） is in hell liberating hell beings. His vow is ““Until the hells are empty. I vow not to become a Buddha. Only after all living beings are saved, will I myself attain Bodhi.” “地狱不空，誓不成佛；众生度尽，方证菩提。” I know some Buddhists also vow to help hell beings.
There are many Bodhisattvas in the animals and ghosts realms too. In order to save them, Bodhisattvas have to manifest to be in their forms. Sometimes we may see some "ghostly statues", it is because it will be easier to liberate beings if Bodhisattvas manifest to be in the same form as them. Liberations can only be attained by individual, Bodhisattvas are only there to teach.
I understand that one will know one's past lives if one is reborn in this world due to one's vow to liberate beings and not due to one's karma.
